This one of the only band forums I hang out that is not open to browsing.  You have to be a member and logged in to view the threads.
 
This is lame for users and for people who might be interested in joining as they have no idea what is being discussed here.
 
Why is it not open like other forums?

spam, that is a good point.
 
but think about it from an outsider's perspective, most people don't want to joint a forum they can't browse first.

I admit I was hesitant about joining when I first found the place. I was not sure if I was joining an active forum or not.  
 
I think that despite that, it's just fine as it is. People may find it unsettling if guests can just see the board and all the posts they are making without the need to join. There are some boards I have been on that make some of the sections open to browsing, but you have to join to see the rest.

I think the forum should be open. When I got into PT I wasn't really aware how big/small they were and assumed the board might be really small.  
 
It's helpful to new users and more people will join if you open it I think.

Agreed. The most I would do is the limited access to non-members. I think closed boards are much better.
